Confluence Data center disable plugin before boot

Hi, 

I'm playing with Confluence data center 8.2.1 . One of the plugins gives an error and stops from start. 

How I can disable plugin?  as there is no option for safe mode https://jira.atlassian.com/browse/CONFSERVER-59460

I heard somewhere, that its possible to disable on DB, but I can't find information about it.
