Hi,
I have added Confluence Cloud on to Teams, I was able to bypass the Bot error, I was getting after setting the correct policies.
Now I am getting I get a 'Review Permission', when I click on the button, I get the following message.
"Confluence Cloud needs permission to access resources in your organisation that only an admin can grant. Please ask an admin to grant permission to this app before you can use it."
I reached out to my Azure Team, but they say they have not received any notification. Any help is appreciated.

I believe our Azure/Microsoft team dealt with something like this before... From what I remember, it was not intuitive at all and they had to manually add some permissions or add/remove admin consent. To do so, they can check the following:
Enable Admin Consent Requests:
Navigate to Identity > Applications > Enterprise applications > Consent and permissions > Admin consent settings.
Ensure Users can request admin consent to apps they are unable to consent to is set to Yes.
Grant Admin Consent Manually:
Go to Enterprise applications and search for the Confluence Cloud by Atlassian app.
Select Permissions and click Grant admin consent for [Your Organization]. This bypasses the need for individual user prompts.

I'm not the main admin on the Azure/Entra side, so I've never configured this part, but something like that is required, and it might change depending on new features on the Microsoft side (and policy changes).
