Only been with Jira for about a year and learning. Maybe i am not understanding the Confluence Pricing page.
Free Plan: 0 - 10 users, 2 GB Space, Etc.
Standard: Everything from Free Plan plus more.
We currently have Jira Service Management Premium with 3 Users, myself being one of them. Confluence is listed as Standard.
I am tinkering with Confluence but cannot add either of my 2 other users. According to the pricing page, I can have up to 10 users. I am in Administration -> Users -> Product Access. I click on the Grant Access button, select User for Confluence and get a message we have used the maximum number of users for our Confluence plan. Why am I at 1/1 users instead of 1/10 users? What am I misinterpreting?

I followed your link and I have 1 license for Atlassian Cloud. Not much else information-wise on that screen. Do I need to activate something within Confluence so that it knows my other 2 users should have a free license? I tried Manage Subscriptions but it wasn't helpful.
Are you currently on the trial plan of Confluence Cloud? I've seen on trials the number of licenses grow as you grant product access to users.

Your link is where I originally started before creating this thread. I followed the Give existing users access to products . I have tried to grant the product role of User to my to other users and get the error message.
In the Admin where it shows our products, the Plan for Confluence is Standard. As far as I know, I should be able to have up to 10 users.

On the Standard plan, you can pay up to 50000 users, as long as you pay for their licenses. Up to 10 users only refers to the Free plan.
The licensing of Confluence features in JSM only refers to viewing and creating/updating Knowledgebase articles within JSM.
I'd take a look at the Billing Details page to see just how many Confluence Standard licenses you have

OK, so Atlassian needs to change their pricing page. Move the Free up to 10 users into the column header. Right now the Standard Plan states it includes everything from the Free plan. Therefore, based on the wording, the first 10 users should always be free.
