Could someone help me figure out how to make a non-legacy comment field shorter/smaller? When I put CSS in there (e.g. width:200px !important;height:60px !important), the preview looks fine. However, when I load the form, it shows the target size for just a second before snapping back to the default.

Most probably some other CSS interfere and conflicts with your styles, you need to see what gets applied on the field
This is difficult to debug/advise without seeing the issue
