Code Snippets to populate column

I have 5 column table 

Column 1 - Action Item - Yes/No

Column 2 - Pre-populated  - Username

Column 3 - Pre-populated - Required Approver 

Column 4 - Need code snippet to populate with user who updates the Column 1

Column 5 - Need code snippet to populate with data and time that Column 1 is updated

Can this be completed ?  It seems simple enough but I can not achieve.

Where would you be prepopulating the information from?  What is the data source?

I have an excel spreadsheet that I will upload as the table, the names will be populated from the spreadsheet entries

@Leonard Bryant You can copy and paste from excel or you can use the Confluence API and do it programmatically.
