Recently some of my colleagues have found that for them the top menu bar in Confluence was about three times as wide (in regards to height) as the regular top menu, so they had a big white empty space above the search function. I have tried finding a setting for this, but couldn't find anything. Also, this only happens for some of them and not for everybody working in this site. Has anyone else encountered this before and is there a fix for this?
Apparently in that white space there is supposed to be a cookie banner, which for whatever reason doesn't display properly. After deleting the cookies and reopening the browser it now displays properly. We just don't know why the cookie banner didn't show in my colleague's browser but did show in another's.

As you said that this appears only to some users, it is probably relevant which browser they are using when opening Confluence site(s).
Generally, there's no such configuration where you could set this parameter.
Also, it would be worth reaching out to Atlassian Support regarding this, but they will probably ask you/users experiencing the problem, to provide HAR file(s) so they can analyze this further.
I haven't seen this issue yet on any instance we're managing so cannot say much more than this 👀

It's my understading that there is no way to edit the height of the bar and the it's not configurable by users, some apps can add functions to the bar if they need to.
Can you share an imagen of what you are refering to?
