Change/Outage Notification System

I'm looking to create a change/outage notification system where a user will input data pertaining to the who/what/when/where/why of an event and then notify a list of users based on data entered on a second table. To sum it up, scheduled work in Table 1 and people who are interested in being notified in Table 2. Take the data from Table 1 and query it against Table 2 and notify users the data for the change in Table 1. I hope that i'm explaining that correctly. I feel like i'm running in circles here trying to find out if this can even work.
