I am currently looking into Centralized license visibility app( https://marketplace.atlassian.com/apps/1220745/centralized-license-visibility?hosting=datacenter&tab=overview ) and I would like to confirm whether Atlassian Crowd is mandatory to use this app in Confluence.
Yes it is, according to the listing you've provided a link to.
In the More details section it states...
To use capabilities of the centralized license visibility plugin, you must have Crowd 3.5 Data Center installed. The Atlassian Server or Data Center product for which you want to monitor license usage must be linked with Crowd using an Application Link.

Suppose you are looking for an answer from someone who uses or is more familiar with the app. In that case, it is certainly advisable to directly contact Atlassian as the developer. Or, like you did, read the documentation. Since you are in the Atlassian community, a very diverse group will always try to help you the best they can, especially if your question is very fundamental and is already answered in the Marketplace listing description.
