Trying to follow the steps to link my confluence on-prem setup to my jira on-prem users.
However it says to edit the User Directory in confluence, but this does not display for me.

Not sure if this has anything to do with it, but when i imported my Confluence cloud instance, the sysadmin user was never created and i couldn't log in with that one (if anyone knows how to fix this too, that'd be great)
To create a super user in Confluence, please add an admin user to the confluence-administrators group. To understand more about the group, please see: Comparing the confluence-administrators group with the administrator permissions
I was not clear from your description whether you could not edit an existing User Directory or if you could not add one. The instructions you linked describe creating a User Directory in Confluence to use with the JIRA User Server. If you are logged in as a member of the confluence-administrators group you should be able to add a User Directory.
Set up the JIRA user directory in Confluence:
Choose the cog icon, then choose General Configuration under Confluence Administration
Click 'User Directories' in the left-hand panel.
Add a directory and select type 'Atlassian JIRA'.
Enter the settings as described below. When asked for the application nameand password, enter the values that you defined for your Confluence application in the settings on JIRA.
Save the directory settings.
Confluence does not let you edit the User Directory you are using to log in; if you are not seeing an edit button that is a common reason why.
