Cannot find space tools

I am a site administrator but don't have either the space tools selection at the bottom of the navigation or the space administration selection so I am unable to export multiple pages. Is there a setting that needs to be enabled?

@Anita Block did you create the space, or did another team member on your site create it? Site Administrators can be locked out of spaces created by other users based on the permission sets they assign the space upon creation. 

You may need to use your Admin Key to access the space tools.
