Cannot add users under Permissions

When I try to add new users under Space Tools > Permissions I cannot find most users. For example, I was able to add one, but cannot add other co-workers involved in this customer delivery.

When I search for them it shows no results. Any help to be able to add required members will be appreciated.

I always try to not share professional email address in the questions but use placeholder or fake one to make my point.

If you are not able to find them, it's probably because they do not have a Confluence account.
