For this type of request (checking whether a site was deactivated, deleted, or can be restored), you’ll need to contact Atlassian Support directly by raising a ticket here:

They’ll be able to verify the status of techmed.atlassian.net and confirm whether recovery is possible based on your site’s plan and retention period.

This tells me that the instance is deactivated and u wont be able to open a ticket in technical issues category. Open one in billing or something else and the Atlassian team will forward it where it needs to go.
