What exactly are you referring to?
If you want to practice Jira, you can use the free tier, which is available at no cost for teams of up to 10 members. Many plugins are also free for such teams.

If you need more advanced functionality, then yes, that is paid — but you're paying specifically for those extended features.

If you don't want to pay, simply use the free tier.
