Can users create groups?

Have a user that wants to be able to create groups so that they are able to share out their space. Is this possible?

Yes only admins can create groups. Maybe instead of groups think about using roles in your project. Thanks to this it will be possible that project administrator will be able to modify roles in project (project administrator can be a simple user)
