Can't make inline comments on page

There is a page that was created from a blank page template that does not allow inline commenting. 

It has no special permissions I can see and other pages in the space that were created from the same template do allow inline commenting. 

Am I missing any setting for disabling inline commenting on a granular level?

I have tested with many users and none are able to inline comment on this page but are able to on other pages in the space.

There are a few bugs on inline comment;

• Multimedia Macro is disabling Inline Comments

• Cannot save inline comment when the page has code block macro or in a table.
• Inline comments not working for Panels in the new editor

• Inline comment would not work if a page contains JIRA Issues Macro displayed as a Table

• Unable to add inline comments if the page contains filter results macro

Try to check if you're having one of these. If yes, then most likely you're hitting the bug. :(
