Can't enable Remote API even though plugin already enabled

I've gone to Confluence Administration > Further Configuration but the checkbox for Remote API is disabled. At the top of the page, it tells me "Some features are installed as plugins, and must be enabled or disabled from the plugin administration page."

That's great, but when I go to the plugin admin page, I browsed for system add ons and found the Remote API 19/19 modules already enabled.

HELP!?

Looks like you haven't clicked the edit button on the right. You can update details by clicking edit button on right side
