Jira is handling the user management for our set up. Once a user is given access to Jira, they will also have access to confluence. I noticed that we couldnt @ some users in confluence. Then I noticed that none of these users are in the confluence people directory. But they all appear in Confluence -> User Management. Also, they all have access to Confluence spaces and cant edit spaces and what not. But for some reason they arent appearing in the people directory and cant @ them.
Rebuild your search index and check the user directory sync.

If you already confirmed that the affected users are assigned to the correct permissions, I would suggest checking the bug reported in https://jira.atlassian.com/browse/CONFSERVER-58937 .
Refer to Understanding Permission in Confluence to additional information on user permissions.

Same thing happens to my users if they are not in both those groups, we have other AD groups managing permissions in jira instead of jira-software-users.(not my design, working on fixing it). Users are added to confluence-users for access over there but don't show up in @ mentions until they are physically added to jira-software-users.

Hi Craig. I just compared two users: User A = is in confluence people directory and I can @ them. User B = is NOT in confluence people directory and I CAN'T @ them.
Neither one of them are in "confluence-users" group nor in "jira-software-users" groups.
