Can't add confluence to workspace

I have a workspace (rwwa.atlassian.net) that I created apparently a long time ago. It has Jira Service Management configured, but I really want Confluence and Jira configured. I can't seem to make that happen.  

For example, if I go to admin.atlassian.com I'm told to create an organization and when I try to do that I got an error with "try again later", and when I tried again later I get "too many requests".

Is it possible someone else has taken over the workspace?

Evidence indicates rwwa.com.au has taken over this workspace.  What do I do now?
