Can i extract specific information from a table using Python through the Rest API?

I'm trying to extract information from specific rows in a table and i'm unsure of how I'd set the parameters to isolate the information. I've read the documentation and searched online but there doesn't seem to be a clear answer. Would appreciate if someone could enlighten me, thank you!

There's not a specific api to retrieve records from the confluence DB. Moreover, on the cloud, user has not access to DB hosted by Atlassian.
