I have created a page which can open to public except some people, may i know how to block a group of people only?

If your space is public (anyone on the web can access it), you can't restrict specific users to view that.
What you can do is to prevent that specific users create pages, attachemnts, comment and so on. Take a look here for further information https://support.atlassian.com/confluence-cloud/docs/assign-space-permissions/

I guess it depends on what you mean by "open to the public."
If you've made the page anonymously accessible, so anyone on the internet can view it, there you can't use Confluence permissions to control who sees the page. It'll be open to everyone.
If you want to keep it from some people within your organization, I'd recommend restricting the page to the groups of users who you actually want to access it. Unfortunately, there isn't a simple way to have a "disallowed list" in Confluence.

The blocking policy/logic in Atlassian is based on who should have access and not who to block.
