Can confluence organize and manage PDF files in a tree?
Short answer:
No
PDF files are handled as attachments to a page. You can create reports on attachments with filtering on file type (PDF). You can label attachments with keywords and create reports on that. But I don't know a way to handle attachments in a tree.
