JQL seems to be fixed in syntax. Can I replace a variable in JQL with the value in confluence so that it becomes dynamic depending on the value it sees on special section of the confluence page?

You can try using some of the scripting plugins for confluence and check whether they provide the capability to control the jql in the macro.
