No, you cannot use the Summarize a Page feature in Confluence Cloud if Rovo is not available and enabled.
Based on the Confluence pricing page, Rovo is currently available on the Standard, Premium, and Enterprise plan, but could be disabled by the Organization Admins as per the note at the top of the Summarize a Page documentation.
