Can I toggle off the "Discover What's Happening" section on our Confluence's home page?

Is there any ability for admins to customize the home page's activity feed or just to toggle it off completely?

You can not edit the initial homepage that is at the top of all spaces in Confluence cloud.  You can however change the homepage and make it a page that you can edit to what you want.  Information here on how to do that  https://support.atlassian.com/confluence-cloud/docs/configure-the-site-homepage/
