Can I connect Confluence to the Database Oracle directly with confluence.cfg.xml?

Hi everyone! 

Im carrying out an upgrade of Confluence in differents machines (from 7.3 to 7.13) and I would like to now if I can set the Database connection directly setting the confluence.cfg.xml, without going throug the setup wizard . 

I think for JIRA is possible but im wondering if for Confluence too, cause I tried it and I couldnt ...
