Calendar events generate reminder emails with incorrect start time

We use a Confluence wiki at https://wiki.o-ran-sc.org/.  Many projects have calendars, for example this one for the "OAM" project, altho I'm not sure you can see it without being logged in:  https://wiki.o-ran-sc.org/display/OAM/calendars

We have all established preferences in our accounts for our local time zones.  For example, I'm in U.S. Eastern, which at this moment is honoring Daylight Savings Time. Events in the calendar are appropriately shown for my time zone.  But *reminder emails* about the events are not reliable.  My European colleagues are not yet on Daylight Savings time, and the email is off by an hour.

Please see the attached screenshot supplied by Martin Skorupski which tries to put all the evidence in once place. An event is defined in the calendar, in his view with GMT+1 (Middle European Time) configured, he is shown the start time as 3pm local. But the email that arrives in his inbox suggests the start time is 2pm local.

Is this a known problem?  Is there a hidden setting we just have not found yet?
