The person in charge left the job and the history is unknown. Can I re-activate it?

are you sure that issue was not temporarly due to an atlassian outage? Btw, for free plans you can reactivate it with all data within 15 days after deactivation, 60 days for paid plans.
As suggested by @Tansu Akdeniz try to reach atlassian support.
