As an admin why don't I see the "Look and Feel" option so I can mofiy my space's CSS?

I want to modify the CSS for a given space, and per the below article I need to click on Space tools > Look and Feel from the bottom of the sidebar.  Despite being an admin, I don't see "Look and Feel" on this menu.  Am I missing something?

My guess is that you are on Cloud Confluence, where this function is restricted (you can't amend Cloud css)
