As a User how can I change my 'Link' option preferences to include 'Embed' so it will show a preview of the webpage and not just a 'card"?

@Kristian Klima’s explanation is spot on — the Embed option still appears in link preferences, but currently it can’t be selected when linking to a Confluence page in an article. This seems to be a product limitation rather than a settings issue on your side.

In the meantime, the iFrame macro (set to 100% width) is indeed the most reliable workaround to get an interactive preview.

If you’d like to see the Embed option working again for this use case, I’d recommend raising a feature request or voting/commenting on an existing one in Atlassian’s public issue tracker, so the product team can prioritise it.

I wonder ... 

In my link preferences setup, Embed is still available, but just as you experience, I can't select embed when actually linking to a page in an article.

As a workaround, you can use the iFrame macro (set width to 100%).
