We published an article in Confluence and added the proper label to it, but from the user's end, it is not displayed. We have tried different browsers and still the article is not found in our website.

Could you please specify where this article needs to be visible? Are you using the JSM help center or some custom website where Confluence content is somehow embedded?
I guess troubleshooting kinda depends on how everything is configured 👀

It's possible that the user in question has no access to that page.
If you do have access to the page, make sure to review the Page Restrictions and Space Permissions and make sure the user has access at Space and Page level.
