Are you able to create links to a document stored on a page, for an external website to use?

Hi

We're looking for our clients to use specific specifications when loading data via our website.  The specifications are being stored on a confluence page.  Is there a way to create a link to the attachments on the page that can be used on our website, which then takes the client directly to the document?
