Are there other not USA cloud providers as an alternative to AWS available to confluence?

We are investigating the option to have as much as possible not USA/China/Russian solutions. AWS is still USA and therefor still a risk.

Are there plans for an alternative? Because on premise is not an option by Atlassian anymore.
