As per the official article, to change the subdomain or use a custom domain for your cloud apps:

You must have at least one Jira or Confluence app with a Standard, Premium, or Enterprise plan in that site.
...
But you can also check it yourself if you navigate to admin.atlassian.com > Apps > App URLs and seeing if you have the option to update URLs or add custom domains.
