We migrating from on-prem to cloud and would like to avoid pages not viewed in the last year.

I would recommend running a database query to obtain those page lists:
You can either remove those pages, or move them to an archived space. See Archiving Content for more information.
You might be able to use an add-on to make this easier, such as Better Content Archiving for Confluence.
