Anchor widget provides broken links

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
We use anchor links heavily throughout our pages and recently they all appear to have stopped working.
We are seeing this problem with both OLD anchors that have not changed and NEW ones that we created to test the functionality.
In general we have copied anchor links directly from the anchor widget using the "Copy link" functionality:
This copied link from the widget is:
https://[domain]/wiki/spaces/[spacename]/pages/561348609#planDetailsweb
When you attempt to go to this URL though you get redirected to:
https://[domain]/wiki/spaces/[spacename]/pages/561348609/AM+Plan+Details
On the redirect it is stripping out the anchor and adding the page title (in this case "AM+Plan+Details".
This link used to work but only recently broke.
