I am looking to allow certain/designated groups to have read access to any newly created Confluence space. How can this be done?
Hello @Robert Sirchia
1. When logged into the Confluence app click on the gear/Administration icon near your avatar
2. In the new navigation panel that displays on the left, under the Security group select Space Permissions.
3. At the top of the new page that displays you can set up default permissions that will be applied to each new space that gets created.
Thank you - separate question, how can I pull a list of all Confluence space names and the associated owners?

According to this post you can get the information through the REST API.
I have not tried the solution myself.
