We have a 10-user license... so that should still work right?

No, it stops working because you've gone over your licence limit. You have a licence for up to 10 users, but you've added more.
Reduce the number to the 10 or fewer that you are entitled to, and everything will start working again.

Do I mis something here? Below is a screenshot of the list of all the users. We have more than 10, but only 10 are enabled.

Hmm. That should work, but can you check the administrator's groups?
I mean, go to global permissions and check out what groups have "confluence administrator" or "system administrator". Then go look at all the groups named there (there's a good chance there's only one or two) and remove any users from them who are in your list as "disabled".

Although it's annoying that it worked!
What should happen is that Confluence completely ignores any user who has been disabled. But there's a rule that says "admins can always log in". That's not a bad thing itself, but it overrides the "user is disabled". So admins who have been disabled, but not removed from the admin group still count as "can log in, so take up a licence" (even though the disabling blocks their login!).
