Admin not allowed to add apps

I am trying to add the Looker BI In Confluence APP, but I am receiving the below message when trying to add it. I am the the only org admin for our instance.  I have been able to add apps before, but can't seem to do it now.  How do I allow myself to be able to add apps? 

Access denied

You do not have the correct permissions to view the page: App requests

Please request access from your Atlassian Cloud administrator.

I have stumbled upon this issue once myself!!

Can you try once in incognito to get this rid of this request issue, it worked for me.

Also, check if you have product access as an administrator.

Thank you!  I was a user on confluence and not an admin.  Updating that fixed my issue.
