Admin locked out in recurring loop asking for permission to join site?

I opened a Confluence test site just for me (for now) then was pulled away, ...

Received an email telling me the site was about to be closed, but wanted to get back to it, ...

Try to log in was told I need to ask the admin for permission, ... I am the admin, ...

Can't log in to ok myself, ...

Should I just create a new site?

Best is to create a new confluence instance. If you didn't use it for a long time, most likely you don't have any valuable data inside there (I presume). So yes, go ahead and create a new one.
