Additional Approver rejection state

Additional approver performed a rejection. The document did not actually get rejected.

Repro Steps:
1) route an SIQ for approval.
2) add the 2 mandatory approvers
3) add 2 additional approvers
4) Have no approvers approve.
5) Have one of the additional approvers REJECT the document with comments.
Expected result:
1) The document moves to the IN DRAFT state
Actual Result:
1) The document is still in the IN APPROVAL state.
