If we don't have a plugin for adding signatures in Confluence, are there any others ideas that can be implemented so that the requirement of adding signatures without using a plugin can be fulfilled?

What kind of signature are you looking to add, a digital signature or a handwritten one, for example?
It will definitely require an add-on or at least that your organization writes a User Macro.
Otherwise, you could host a handwritten signature image somewhere on another page, and then use the Excerpt Include Macro to insert it where you need it.

@Shannon SThank you for your response. Let's say we want to approve a page and want a signature for doing so. Do you have any ideas? I don't want to use a plugin so, what could be some other ways of approving it?

In Confluence, there's no built-in way to do this without add-ons. We do have a feature request below for an approval mechanism. If this interests you, please feel free to vote on it and comment with your usage case and suggestion to include a signature while approving:
