Because I have people that won't go into confluence to read meeting notes, I add a link to the confluence page when I email out the notes to folks like this:
Notes Link: Link to the these notes in confluence
I'd like to had that link be the link to this page even if the page is moved to a new location within the same space in confluence if possible.
Secondly, is there a way to generate this link automatically? Right now I have to
1) Publish the page
2) Copy the share link
3) Edit the page
4) Paste it in the page
5) Republish the page

I'm not sure I follow why you need a link on Page A that takes you to Page A, rather than a link to Page A that you put in an email, but to avoid steps 3–5 above, you could try:
before you publish the page the first time.
As far as having the link to the page that you paste in the email stay the same even if the page is moved within Confluence, I'm not sure if this is possible.
Let me try to clarify. What I do is type up the meeting notes in Confluence and then copy the entire page to the body of an email. In the content of the notes in Confluence I put a link to that Confluence page itself so that when I copy the page to the body of the email the link is already there. This ensures that what I send to the stakeholders matches exactly what's documented in Confluence.
I'll try out the anchor suggestion on the notes I am documenting now and let you know :)
