I know that as a space owner in Confluence, I can add a custom status for my pages, but is it possible as a site owner to make a custom status that applies to all spaces? We would find it really useful to have an "Archived" status available and I don't want to go through every space and do it manually.

Fabio is correct...Confluence doesn't currently support site-wide custom page statuses. Custom statuses are configured at the space level only, so there's no native way to push a status like "Archived" to all spaces from a single admin setting. Your only native option would be to add it in each space individually, which is exactly what you're trying to avoid.
If you're open to a Marketplace app, Aura Workflow & Approval might be worth a look. And upfront in full disclosure, I'm with Seibert Group GmbH, the company behind it.
Aura lets Confluence admins define global workflows that apply across the entire instance, rather than being scoped to a single space. You could define a workflow that includes an "Archived" state, and because it's a global workflow, space admins can adopt it without you needing to manually configure anything in each space.
You can also set it to apply automatically based on labels, so pages tagged with a certain label would enter the "Archived" state without anyone touching the workflow settings per space.
That said, Aura is designed as a full content lifecycle tool with approval gates, reviewer assignments, and automation, so long story short, it brings more capability than you strictly need if your goal is just a single shared status. Whether that overhead is worth it depends on whether you'd use those other features too.
