Can we Add Link on Confluence Help on Top right Menu Bar. if Yes How ?

You would need to use a "web fragment" to add to the menu.   On the most part, this means writing an app that inserts one (via this ), but there are a couple of apps on the marketplace that can do it dynamically too. 

Scriptrunner for confluence is the one I know, of course, as I work with it, but I think there are a few others that let you edit menus
