webhooks are firing multiple times even though the response is 200

My integrated service reported multiple webhooks from bitbucket.

I have found the webhook in my repository settings, and the webhook is only listed once.

I enabled history and when i created a pull request i can see a `pullrequest:created` event. When i select "View Details" i can see 2 attempts to send the same event, 15 minutes apart. Both requests returned a 200 response. Both attempts have an identical event time, and a `X-Attempt-Number` of 1.
