unable to invite new user - no invite option

1. Selecting Add user/Group in repository screen.
2. Enter email address
3. No user found in repository
4. No button to invite/send invitation email

Found it.

I was added as an admin for both repositories but no access to the account/project. Clicking on the 'All repositories' option under my account listed the other account/project but with no access rights.

I have got the owner to grant me management writes to their account
