In google sheets there are many problems like duplicate testcase and the management is also hectic. Could you suggest some ways and requirements to do this. Like we can use db or something like that. if there is a tool which exists please me mention that also. I am thinking of making a framework also.

If you're facing issues with Google Sheets for test management, you can use Atlassian tools to build a better system without plugins:
Use Jira to manage test cases as issues (create a "Test Case" issue type, create necessary custom fields for detailed tracking).
Track execution using custom workflows, statuses, and labels (f.e, Passed, Failed, Skipped).
Use Confluence to document test plans and link them to Jira test cases.
Create dashboards and filters in Jira to avoid duplicates and track coverage.
Store and version test scripts or automation code in Bitbucket.
Link Bitbucket commits to Jira issues for traceability (tests linked to features or bugs).
No plugins needed - just customize Jira projects, fields, and boards.
