Important Notes -
Permissions: Only users designated as the primary billing or technical contact for your Bitbucket Cloud license can access and download invoices.
Billing experience: The exact location and steps might vary slightly depending on whether your organization is using the "original" or the "improved" billing experience within Atlassian Administration.
No invoices for Free Plan: If you're on the Bitbucket Cloud Free Plan, you won't have any invoices, states the Atlassian Community.
1. Log in to your Atlassian account by going to admin.atlassian.com
2. Navigate to the billing section. If you see Invoices click on it.
3. Find and download your invoices.

If you are a workspace admin and need invoices but aren't listed as a billing or technical contact, or you have other issues finding your invoices, you can raise a ticket with the Atlassian billing team. Select "Billing, payments and pricing" and "Finding invoices" as the categories.

Bitbucket Cloud invoices can be found at https://my.atlassian.com/. I see that you are a billing and technical contact for your Bitbucket Cloud workspace, so you can access the invoices there (not in https://admin.atlassian.com/).
After you log in to https://my.atlassian.com/, select Orders from the menu at the top. In the Orders page, you will see two tabs, Quotes and Invoices. If you have any trouble accessing your invoices, you can create a ticket with the billing team via https://www.atlassian.com/company/contact/purchasing-licensing#/.
