cannot create workspace anymore after 31 workspaces created

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
I use this "https://support.atlassian.com/bitbucket-cloud/docs/create-your-workspace/" to create workspaces, everything is OK before, but after 31 workspaces created I cannot create workspace, now.
I also tried wait about 12 hours and try to create it again, and tried to create another orignzation and create workspace in it, the errors are the same.
I also tried in a clean installed ubuntu virtual machine to avoid webbrowser cache/cookie problem, but the errors are the same.
The bitbucket account is a free one.
I'll be appreicated your helps, thanks!
