Hello,
I created a new Bitbucket Cloud workspace through Atlassian Administration.
Workspace ID: vitryna
Workspace URL: https://bitbucket.org/vitryna/
The following banner has remained visible for more than 3 days:
"Workspace setup in progress. Groups and users may not be fully available for multiple hours. This banner will disappear once the process completes, upon page refresh."
The repository has already been transferred successfully to this workspace.
I also invited two users through Atlassian Administration, but they are still shown as "Invited". I am not sure whether this is related to the incomplete workspace setup.
I have already:
- refreshed the page multiple times;
- signed out and signed in again;
- checked the workspace in another browser;
- confirmed that I am the organization and workspace administrator.
Could an Atlassian team member please check whether the workspace provisioning process is stuck and complete or restart it manually?

Welcome to the community.
I checked your workspace and I can see that it is now successfully migrated to unified user management. You can try to refresh your browser's cache/cookies in case the banner is still visible.

But the banner is still visible. I deleted the cache files in the browser, and also opened the page in a new browser, in which I had not previously logged into the account - unfortunately, the banner is still visible...

Also, all three workspace participants are still in the "invited" status. I resented a request to join, after clicking the "accept invitation" button in the email - the Atlassian home page opens, and nothing changes with the participant status... I tried several times.
